INTERNATIONAL PRESIDENT


    As a law enforcement professional, Officer Flynn began his career in 1980 as a Massachusetts Correction Officer having served at MCI Walpole, MCI Norfolk and MCI Shirley as the assistant to the Deputy Superintendent, which made MCI Shirley the first Accredited Corrections facility in the Commonwealth. He was awarded numerous citations and commendations for bravery and for the capture of dangerous criminals. He was appointed as a Patrolman to the Lowell, MA Police Department in 1985 and received numerous awards for bravery and heroic actions, as well a a member of the Original Nationally Recognized Community Policing Unit within the City of Lowell. As a detective, he was the Police Prosecutor for many years in the Lowell, MA District Court and took a leave of absence to perform his elected duties as National Vice President of the International Brotherhood of Police Officer (IBPO) and as a National Vice President of the National Association of Police Organizations (NAPO). He also served as National Vice President of the International Union of Police Association, AFL-CIO (IUPA) and the International Executive Vice President of the United Federation of Police Officers, Inc. (UFPO).

   In his capacity as a law enforcement labor leader, Officer Flynn was also the Governor’s appointee to the Massachusetts Joint-Labor Management Committee (JLMC) and served as Police Chairman for over five years. The committee resolves contractual disputes between municipal police & fire unions and the towns they serve. Officer Flynn has testified before the United States Congress on a number of high profile issues including, the Columbine School Shooting, Collective Bargaining Bill, Patient’s Bill of Rights, The William Degan Law, C.O.P.S. Program and he was also the keynote speaker at the White House on The Brady Law at the request of President William Jefferson Clinton. His riveting speech was published in the Congressional Record of the United States Congress on August 6, 1998 at the request of Congressman Martin T. Meehan (D-Lowell).

   Officer Flynn has also appeared as a guest on numerous media shows including Court TV, Chief Darrell Gates National Radio Show, FOX News, Justice with Judge Jeanine, The Kelly File with Megyn Kelly of FOX TV, The Last Word with Lawrence O'Donnell of MSNBC, as well as other local, state and national television and radio interviews regarding law enforcement.

   Officer Flynn holds a BS in Criminal Justice and a Master of Science Degree in Criminal Justice Administration from Western New England College and attended Massachusetts School of Law in Andover, Massachusetts. He is married and the father of three adult children, including a son, Matthew Flynn who is a member of the Massachusetts Port Authority Police Department.

   Officer Flynn also served as an Adjunct Professor of Criminal Justice at Western New England College in Springfield, MA. Officer Flynn is also a published author and has contributed to several articles on law enforcement issues including; The Future of Community Policing: the View from the Street, published by the Police Executive Research Forum (PERF) 2004.

   In 2005, Officer Flynn co-founded the New England Police Benevolent Association, Inc, serving as its Executive Director. As executive director, Jerry Flynn wrote, supported and lobbied for passage of the $100,000 line of duty death benefit for public safety officers. On July 3, 2007, NH Governor John Lynch signed into law "Michael' Law", which was named in memory of slain Manchester, NH Police Officer Michael Briggs. In 2015, the New England PBA celebrated its 10th year Anniversary and is the largest all exclusive law enforcement labor organization in New England. On May 1, 2013, Officer Flynn retired from active duty after nearly 33 years of law enforcement experience, in order to concentrate on his union and labor duties.

   On December 12, 2016, Mr. Flynn was elected the International President of the United Federation of Police Officer and on January 1, 2017, Mr. Flynn replaced retiring UFPO International President Ralph Purdy, who became President Emeritus. UFPO International President Flynn became only the 2nd International President in the 35 year history of the United Federation of Police Officers, Inc.
